stays inside the car till the bell rings. >> i sit in my car and keep my heater running till it is time for them to go in. >> reporter: not one, not two, but for four days one section of campus has been ice cold. students studying bundled up in jackets. >> it has been so cold. they complain why the kids don't come to school. >> we were unaware they were without heat. >> reporter: they submitted a work order ticket but it appears it may have been lost. >> things that involve children should never be lost. >> reporter: by late afternoon a technician from the district arrived here and well, he found the problem. he opened up this box and two of the breaker switches were

area. witnesses say the robber ran away with cash. a school was locked down after reports the suspect ran into a creek near a school. the students have been allowed to leave the building. we are stilling in contact with police and we will update you on new information. police are investigating a shooting that left a 26-year- old man dead. it happened around 10:30 a.m. this morning. southgate elementary school and martin luther elementary school were both on lock down. the victim has been identified who was visiting from arkansas. police say no arrests have been made. police say it appear as grandmother was struck and killed by a stray bullet. she was walking home from a store just before 7:00 p.m.

last night when she was hot and killed. a clerk says she heard the gun shots and then people ran for cover. >> i thought they were trying to kill him. i thought they were going to shoot everyone in here. >> she says the shooter never entered the store but she could hear her pleading for someone to call for help. police haven't released a suspect description or a motive. third suspect has been named. investigators say he and two others held a handy man captive and forced him to make repairs. he did manage to escape. records show the veteran who stood guard in front of a school yesterday may have lied

about his service. he said he was a sergeant who served two tours in iraq and one in afghanistan. he said he wanted to protect school children in the wake of the sandy hook elementary school massacre. he only served for 9 months before being discharged as a private in 2008. he left the school this morning and hasn't commented on the report. 11 bay area mayors are calling on the president to enact stronger gun control laws. they asked the president to ban the guns and want a national background check system. a effort to get guns off the streets and out of homes and gaining momentum in oakland. police showed off 97 guns turned in. that brings the total number

turned in to 397. the man funding the program homes it goes statewide. >> from san diego, orange county, los angeles, sacramento, this is easily a statewide initiative. >> he run as medical marijuana dispensary. he says seeing the gun violence in oakland prompted him to take action. worker suffered serious injuries today when a steel beam fell on him. happened this morning. officials say the employee is believed to be 19-20 years old. he was rushed to the hospital. the company has not commented on the accident. pg&e is raising its rates. it is part of the fall out from the san bruno gas pipeline explosion and the inspections. ktvu's consumer editor tom vacar is live in san bruno with the increase many californians
